Lottery #Every household that qualifies for the Priority List is assigned one random number, once. It is permanent — it is never re-drawn or reassigned, even when new submissions come in, so a household’s place in line cannot move because of anything that happens later. A lower number is earlier in line.
Inst. RankA household’s position within its own institution’s pool, counting up from 1 in lottery-number order. Rank 1 is the first household that institution’s allocated spots go to, rank 2 the second, and so on. Because each institution is ranked separately, rank 1 at a large congregation and rank 1 at a small one are equally first in their own line.
PoolThe group a household competes within. Institution membership takes priority: if someone belongs to a TNO member institution, that institution is their pool. The Neighborhood (set-aside) pool holds only people who qualify solely through the Preferred Neighbor boundary, and receives 10% of available spots.
Tier 1 / WaitlistTier 1 households are offered a subscription in this round. The Waitlist is the ordered backup list — if a Tier 1 household declines, doesn’t respond, or drops out, the spot goes to the next household in line under the same rules that filled it.
Spots AllocatedEach institution’s share of available spots, computed from its share of priority-qualified signups — not from the recruitment goal set before the list opened. The two numbers are different on purpose.
